Regulations of the Doctoral School

Regulations of the Doctoral School of Animal Sciences and Food Safety

§1.

  1. The Regulations of the Doctoral School of Animal Sciences and Food Safety, hereinafter referred to as the "School", define the mode and organization of education at the Doctoral School in the field of Animal Sciences and Food Safety, as well as the rights and obligations of doctoral students.
  2. Whenever the Regulations mention:

1) Regulations - it should be understood as these Regulations,

2) School - it should be understood as the Doctoral School of Animal Sciences and Food Safety,

3) Act - it should be understood as the Act on the Law on Higher Education and Science of 20 July 2018 (Dz.U. (Journal of Laws), item 1668, as amended),

4) Doctoral - it ought to be understood as a person undergoing education at the Doctoral School in the field of Animal Sciences and Food Safety as a young scientist within the meaning of art. 360 paragraph 2 point 1 of the Act on the Law on Higher Education and Science of 20 July 2018 (Dz.U. (Journal of Laws), item 1668, as amended),

5) IGAB PAS – it should be understood as the Institute of Genetics and Animal Biotechnology of the Polish Academy of Sciences in Jastrzębiec,

6) PIWET-PIB – ought to be understood as the National Veterinary Institute - National Research Institute in Puławy,

7) Consortium partner - it should be understood as the Institute of Genetics and Animal Biotechnology of the Polish Academy of Sciences in Jastrzębiec and the National Veterinary Institute - National Research Institute in Puławy, being the partners of the consortium created to establish and run the Doctoral School of Animal Sciences and Food Safety,

8) Leader – it should be understood as the Coordinating Unit of the Doctoral School of Animal Sciences and Food Safety, i.e. the Institute of Genetics and Animal Biotechnology of the Polish Academy of Sciences in Jastrzębiec,

9) Scientific Council - it should be understood as the Scientific Council of the Consortium Partner,

10) Head of Doctoral School - it ought to be understood as Head of the Doctoral School of the Leader.

  1. The rules of recruitment to the School are determined by the Scientific Councils of the Consortium Partners in their resolutions.
  2. The educational program at the School is determined by the Scientific Councils of the Consortium Partners in resolutions after consulting the Doctoral Students’ Council.

§2.

  1. The School's task is to train doctoral students in the following disciplines: (1) animal science and fisheries, and (2) veterinary medicine, in order to prepare for obtaining a doctoral degree and to organize the recruitment process and the process of educating its participants.
  2. The School has full-time studies.
  3. School education is free.
  4. Education at the School lasts 4 (four) years.
  5. The School curriculum includes the number of hours of compulsory and optional classes as well as the number of compulsory exams and credits is adopted by the Scientific Council of the Consortium Partner.
  6. The School curriculum should be prepared within a deadline taking into account its availability by the Consortium Partners no later than 5 months before the recruitment process.
  7. Education program at the School includes:
  1. compulsory classes (135 h, 14 ETCS),
  2. optional classes (22 ECTS),
  3. scientific seminars (60 h, 4 ECTS),
  4. non-specialization classes (20 ECTS).
  1. Examination takes place in written, oral or practical form.
  2. The following scale is used for assessment:

1) very good (5.0),

2) good + (4.5),

3) good (4.0),

4) sufficient + (3.5),

5) sufficient (3.0),

6) insufficent (2.0).

  1. The results of the assessments are subject to entry in the doctoral student's index.
  2. The period subject to assessment is the academic year, which lasts from October 1 to September 30 of the following calendar year and is divided into 2 semesters.
  3. For each Consortium Partner, the School is managed by the Head of the Doctoral School at a given Consortium Partner.
  4. The Head of the Doctoral School at a given Consortium Partner is appointed by the appropriate Director of the Consortium Partner, after being consulted by the Scientific Council, from persons with at least the postdoctoral degree, employed full-time at the Institute.
  5. The period of holding the position of Head of the Doctoral School at a given Partner lasts no longer than 6 years.
  6. After completing education in each academic year, the Head of the Doctoral School of a given Consortium Partner prepares a report on its activities, submits it to the Head of the Doctoral School, which prepares a general report and presents it to the Director of the Leader’s Doctoral School.

§3.

  1. The tasks of the Consortium Partner's Doctoral School are in particular:

1) supervising the functioning of the School, including the correctness and quality of the implementation of the educational process in a given scientific discipline and scientific care, and the method of conducting mid-term evaluation;

2) providing conditions for proper education at the School in a given scientific discipline;

3) providing conditions for proper scientific activity, including scientific research and development works;

4) care for social and living matters of PhD students;

5) making decisions in all matters related to the School, not reserved to the competences of the consortium partner departments;

6) submitting to the relevant departments of the Consortium Partner applications in all matters related to the School;

7) performing other activities provided for by law, the provisions of the statute, as well as resolutions and ordinances of the Consortium Partner's departments;

8) examining the problems of doctoral students in all matters related to the School, not reserved for the competences of the Consortium Partner departments;

9) deciding on the passing of individual years of education at the School, including the transfer of program requirements to the next year;

10) granting consent for internship to be completed by doctoral students and conducting research in scientific institutions outside the Consortium's partner, including supporting grant activity and national and international mobility of doctoral students;

11) work on the Regulations of the Doctoral School;

12) developing detailed rules and competition procedure for recruitment to the doctoral school, including the timetable of the qualification procedure and conditions for admission, as well as the criteria and the number of points possible to obtain for individual elements of the recruitment procedure;

13) cooperation with the Scientific Council in the appointment of a promoter, promoters or assistant promoter;

14) cooperation with the socio-economic environment of the Consortium Partner in the field of education of doctoral students;

15) preparing an annual report on the activities of the School at the Consortium's Partner, which is forwarded to the Head of the Leader's Doctoral School;

16) supervising the collection of documentation of the course of education at the School by the Consortium Partner;

17) at the doctoral student's request, extension of the period of education at the School with the Consortium Partner on the principles provided for in special provisions;

18) cooperation with the Doctoral Students’ Council;

19) supporting grant activity and national and international mobility of doctoral students.

  1. The tasks of the Leader of the Doctoral School of the Leader also include:

1) preparing the annual general report on the School's activities along with the financial report, which is submitted to the Leader of the Leader by the end of November of each calendar year for the previous academic year;

2) preparing a self-assessment report in Polish and English for the purposes of evaluating the quality of education;

3) supervision over the correct, reliable and timely introduction, updating, archiving and deletion of data in the Integrated Information System on Higher Education and Science "POL-on"

  1. The Head of the Doctoral School at the Consortium Partner in matters related to the School and doctoral students cooperates with relevant Scientific Councils.

§4.

  1. The Scientific Council of the Doctoral School operates at the Doctoral School as a collective, consultative and advisory entity of the Head of the Doctoral School.
  2. The tasks of the Scientific Council of the Doctoral School include in particular:
    1. providing opinions on the Doctoral School Regulations;
    2. providing opinions on the detailed rules and the competitive recruitment procedure for particular education paths, including the schedule of the qualification procedure and conditions for admission as well as the criteria and number of points possible to obtain for individual elements of the recruitment procedure;
    3. providing opinions on the education program at the Doctoral School;
    4. providing opinions on the self-assessment report for the purposes of evaluating the quality of education at the Doctoral School;
    5. providing opinions on the annual report on the activities of the Doctoral School together with the financial statement;
    6. establishing cooperation between the Doctoral School and external institutions on the scientific and didactic level.
  3. The Council consists of: 1) Head of the Doctoral School, 2) two representatives of each of the disciplines taught at the Doctoral School, holding a minimum degree of habilitated doctor (polish:doktor habilitowany) or Doctor of Science (DSc), indicated by the relevant Consortium Partners, 3) a representative of the Doctoral Student’s Council.
  4. The Scientific Council of the Doctoral School within three months of the beginning of the term of office adopts the regulations of the Scientific Council of the Doctoral School and submits it for approval to the Head of the Doctoral School.

 

§5.

 

A PhD student of the School has the right to:

  1. holding a doctoral student ID;
  2. receive a doctoral scholarship, provided that they do not have a doctoral degree, whose total period of receiving at the School may not exceed 4 years. The amount of doctoral scholarship may depend on the doctoral student's achievements;
  3. holiday breaks not exceeding 8 weeks a year; dates of rest breaks in a given academic year are agreed with the Head of the Doctoral School at the Consortium Partner;
  4. suspension of education for a period corresponding to the duration of maternity leave, leave on the conditions of maternity leave, paternity leave and parental leave specified in the Act on the Labor Code of 26 June 1974 (Dz.U. (Journal of Laws) 1974 No. 24 item 141 as amended);
  5. breaks in education in the event of temporary inability to carry out this education due to illness, exercising personal care over a sick family member, exercising personal care over a child up to four years old or a child with a disability - jointly not longer than a year;
  6. extension of the deadline for submitting the doctoral dissertation, in justified cases, in particular independent of the doctoral student, but not longer than by 2 years;
  7. submitting applications for re-examination of the case in relation to issued administrative decisions;
  8. participation in organizations or associations of doctoral students;
  9. scientific supervision of the promoter or promoters in the scope of preparation of the doctoral dissertation;
  10. changing the promoter or promoters in justified cases;
  11. the use of laboratories, research and laboratory equipment as well as library collections and IT resources to the extent necessary for the implementation of the education program, individual research plan and preparation of the doctoral dissertation, on the principles set out in separate regulations;
  12. insurance coverage for civil liability for damage arising during the teaching, including laboratory classes, on the principles set out in separate regulations;
  13. carrying out, in particularly justified cases, part of education outside the Institute, on a secondment basis;
  14. support in preparing grant applications;
  15. undergoing scientific internships, after obtaining a positive opinion of the promoter and with the consent of the Head of the Doctoral School at the Consortium Partner; the duration of the internship is included in the period of study;
  16. applying for a student loan on the terms set out in the Act;
  17. applying for a scholarship by a local government unit or a natural or legal person not being a state entity or a local government legal entity;
  18. participate in scientific and research, development and implementation works carried out at the Institute, to the extent agreed with the promoter;
  19. applying for a paid accommodation in a student dormitory during the course of education at the School, provided that the School has a student dormitory.

§6.

The duties of a PhD student include:

  1. participation in classes resulting from the education program at the Doctoral School;
  2. developing an individual research plan, in consultation with the promoter or promoters, and presenting it to the School Leader within 12 months of starting education at the School;
  3. conscientious and reliable implementation of the training program and individual research plan;
  4. passing examinations designated by the training program;
  5. conducting scientific research and reporting on their progress;
  6. submitting the annual report together with the opinion of the promoter or promoters on the implementation of the training program and the results and progress of work included in the individual research plan;
  7. submitting a statement, for the purposes of evaluating the quality of scientific activity, authorizing the Institute to demonstrate scientific achievements within the discipline in which the doctoral dissertation is being prepared;
  8. participating in the implementation of research and R&D (research and development) works conducted at the Consortium Partner in the scope and time agreed with the promoter or promoter and assistant promoter;
  9. registration of an individual account in the Polish Scientific Bibliography System (PBN) and its connection with the ORCID System account - within 30 days of starting education at the School;
  10. reporting data and information added by the Leader to the Integrated Information System on Higher Education and Science "POL-on";
  11. acting in accordance with the oath and in accordance with the Code of Ethics of the PAS Researcher;
  12. compliance with the provisions of these Regulations and other regulations in force at the Consortium Partner;
  13. compliance with fire prevention rules and regulations as well as occupational health and safety rules and regulations (OHS);
  14. keeping the doctoral student index;
  15. participation in the scientific life of the Consortium Partner, including institute and department seminars;
  16. performing organizational work for the Institute to the extent specified by the Head of the Doctoral School at the Consortium Partner in consultation with the promoter or promoter and assistant promoter;
  17. participation in business trips on matters dictated by the needs of the Consortium Partner;
  18. notifying the Head of the Doctoral School without delay to the Consortium Partner about the change of name and address, as well as about the change of other data required by the Consortium Partner;
  19. providing the Consortium Partner with sick leave, information on maternity leave and rest breaks within 7 working days from the date of the start of the leave or dismissal, after prior notification of the Doctoral School Head to the Consortium Partner;
  20. submitting certificates regarding OHS training and periodic medical examinations and epidemiological studies;
  21. concluding a contract regarding school education.

§7.

  1. The rights and obligations of a PhD student shall expire on:

1) submitting the doctoral dissertation, subject to the extension of the deadline for submitting the doctoral dissertation;

2) the date of the final decision on removal from the list of doctoral students.

  1. A PhD student of the School shall be removed from the list of doctoral students, if:
  1. receives a negative mid-term evaluation;
  2. fails to submit a doctoral dissertation by the deadline specified in the individual research plan;
  3. resign from education at school.
  1. A PhD student may be removed from the list of doctoral students if:
  1. shows unsatisfactory progress in the preparation of the doctoral dissertation;
  2. does not comply with the School Regulations;
  3. does not implement the education program and the individual research plan, including it does not show sufficient progress in scientific work and does not pass examinations and credits in the deadlines provided for in the Training Program, does not carry out the stages of the doctoral thesis specified with the promoter or promoter and assistant promoter.
  1. In the event of prolonged illness, invalidity or if the occupational doctor finds contraindications to continue education at the School, the person is removed from the list of PhD students.
  2. The decision to remove from the list of doctoral students is taken by the Head of the Doctoral School at the Consortium Partner. The decision is served immediately. The student has the right to request a review of the case.
  3. A PhD student for discipline violation of laws or regulations applicable to a Consortium Partner and for acts that violate the dignity of a School doctoral student is subject to disciplinary liability.
  4. Disciplinary committee for doctoral students and Appeal Disciplinary Committee for doctoral students have 3 members each.
  5. Two members of the Disciplinary Committee for doctoral students and two members of the Appeal Disciplinary Committee for doctoral students who are academic employees, are appointed by the Head of the Doctoral School at the Consortium Partner, at the same time appointing the person of the Chairman.
  6. The third member of the Disciplinary Committee for doctoral students and the third member of the Appeal Disciplinary Committee for doctoral students are selected by doctoral students in anonymous voting, by simple majority, in the presence of at least half of those entitled to vote.

§8.

  1. Doctoral students of the School will the Doctoral Students' Council.
  2. The rules for the selection and composition of people in the Doctoral Students' Council are governed by the Regulations of the Doctoral Students' Council approved by the Head of the Doctoral School.
  3. The Doctoral Students' Council is the sole representative of all Doctoral Students.
  4. The Doctoral Students' Council has the right to submit applications to the Head of the Doctoral School and the authorities of the Consortium Partner in matters related to education at the School.
  5. The Doctoral Students' Council shall give its opinion on the Training Program at the Doctoral School within 7 days from the date of submission of the draft Training Program by the Head of the Doctoral School.
  6. The Doctoral Students' Council shall establish the Regulations of the Doctoral School with the Scientific Council of the Consortium Partner.

§9.

  1. Scientific assistance over the preparation of the doctoral dissertation is provided by:
  1. promoter or promoters, or
  2. promoter and assistant promoter.
  1. he promoter may be a researcher employed by a Consortium Partner who has:
  1. the academic degree of habilitated doctor (polish: doktor habilitowany) or Doctor of Science (DSc) or the academic title of professor, or
  2. a person without a postdoctoral degree or the title of professor who is an employee of a foreign university or scientific institution, if the relevant Scientific Council finds that this person has significant achievements in the field of scientific matters covered by the doctoral dissertation.

3. An assistant promoter may be a researcher with a doctoral degree.

§10.

A promoter cannot be a person who in the last 5 years:

  1. was the promoter of four doctoral students who were removed from the list of doctoral students due to a negative mid-term evaluation result, or
  2. supervised the preparation of the doctoral dissertation by at least two applicants for the doctoral degree who did not receive positive reviews from at least 2 reviewers.

§11.

  1. The Scientific Council shall select a promoter, promoters or assistant promoter within three months of the beginning of doctoral school for each doctoral student.
  2. A doctoral student may, within 30 days from the date of beginning of school, apply to the appropriate Scientific Council with a request to choose a promoter, promoters or an auxiliary promoter, containing:
  1. a proposal of persons to act as a promoter, promoters or assistant promoter;
  2. consent to becoming a promoter;
  3. justification.
  1. A doctoral student submits the application referred to in para. 11.2 to the relevant Director of the Consortium Partner, who expresses his opinion on this matter.
  2. In justified cases, a doctoral student may apply to the Scientific Council to change the promoter, promoters or assistant promoter.
  3. A doctoral student submits the application referred to in para. 11.4 together with the justification to the Director of the Consortium Partner, who expresses his opinion on this matter.

§12.

  1. The promoter's basic duties are:
  1. providing direct scientific care over the doctoral student;
  2. planning an individual research plan with the doctoral student and supporting the doctoral student in its implementation;
  3. ensuring regular consultations and evaluation of doctoral student's scientific progress;
  4. supporting the doctoral student in research work;
  5. providing doctoral student assistance in preparing research grants;
  6. ensuring financial resources for the doctoral student to carry out research work;
  7. monitoring the progress of the doctoral student in the preparation of the doctoral dissertation;
  8. supervising and confirming the professional practice carried out by the doctoral student by assessing it;
  9. reviewing doctoral student applications related to education;
  10. informing the Director of the Consortium Partner and Head of the Doctoral School at the Consortium Partner about the difficulties affecting the implementation of the doctoral student's individual research plan.
  1. The assistant promoter performs the helping function:
  1. in the preparation and implementation of an individual research plan, including opinions on an individual research plan;
  2. in the research planning process, their implementation and analysis of their results.
  1. A promoter function may be assigned to a person for up to four doctoral students who are before the mid-term evaluation, and for a total of six doctoral students in the same period.
  2. Within 3 (three) months from the date of selection of the promoter, the doctoral student and the promoter shall agree on mutual rights and obligations they undertake to observe. These obligations relate to the principles of doctoral implementation, cooperation between the doctoral student and the supervisor, and include in particular:

1) individual research plan with the planned date of defense;

2) the time the promoter undertakes to use for meetings with doctoral students;

3) the doctoral student's obligations towards the promoter and Consortium Partner;

4) place of work by the doctoral student;

5) frequency of reporting to the supervisor of the doctoral student's progress;

6) use of the Institute's resources in the research process;

7) other obligations of the promoter towards the doctoral student, necessary to implement the research plan.

  1. If an assistant promoter is selected, an individual research plan shall be submitted after that promoter has been approved.

§13.

  1. The mid-term evaluation is carried out during the fourth semester of the school's education period.
  2. The mid-term evaluation shall cover the implementation of the individual research plan by the doctoral student, in particular the timeliness and quality of tasks arising from the schedule of preparation of the doctoral dissertation.
  3. The mid-term evaluation is carried out by the mid-term evaluation commission at the Consortium Partner, hereinafter referred to as the "Commission", which consists of three persons, including at least one person holding the degree of habilitated doctor (polish:doktor habilitowany) or Doctor of Science (DSc) or the title of professor in the discipline in which the doctoral dissertation is being prepared, employed outside the Consortium Partner.
  4. The Commission is selected by the Scientific Council of the Consortium Partner. The promoter and assistant promoter cannot be members of the Commission.
  5. The mid-term evaluation takes place before the commission, in the form of a doctoral student's report on the progress of work on the preparation of the doctoral dissertation and discussion, during which the doctoral student is asked questions.
  6. The mid-term evaluation ends with a positive or negative result.
  7. In the case of a mid-term evaluation with a negative result, the doctoral student shall have the right, within 7 days from the date of evaluation, to submit a request to the Director of the Consortium Partner for the appointment of a second Commission in order to reconsider the matter of the doctoral student's implementation of the individual research plan. The request in this matter must contain a justification. In case of consent, the Director of the Consortium Partner determines the composition of the second Commission.
  8. The findings of the second Commission regarding the mid-term evaluation are final and the result, together with the justification, is public.
  9. The report on the mid-term evaluation and the second mid-term evaluation commission are forwarded to the Head of the Doctoral School at the Consortium Partner, who in turn submits them to the Head of the Doctoral School of the Leader.
  10. The head of the Leader's Doctoral School prepares a summary report of mid-term evaluation on the basis of mid-term evaluation reports.

§14.

      1. Education at the School begins on October 1, 2020 and lasts until September 30, 2027.
      2. The recruitment schedule is determined by the Director of the Consortium Partner acting as the Leader and announced annually by 31 July.
      3. Recruitment rules and the recruitment schedule as well as supplementary recruitment dates are made public by announcing them on the websites: www.igbzpan.pl and www.piwet.pulawy.pl. They may also be made public using other media.

 

§15.

  1. The provisions of Act on the Law on Higher Education and Science of 3 July 2018 and the Act on the Law on Higher Education and Science of 20 July 2018 (Dz.U. (Journal of Laws), item 1669, as amended) and the Consortium Partner Statute shall apply to the Doctoral School in an unregulated scope.
  2. The Regulations enter into force pursuant to the resolutions of the Scientific Councils of the Consortium's Partners, after prior agreement with the Doctoral Students' Council with effect from 1st of October 2020.
